Project 2025 - Census Citizenship
This project aims to revive an initiative from the Trump administration to add a citizenship question to the U.S. census, conducted every ten years. The purpose of the census extends beyond population counting; it determines the allocation of congressional seats and Electoral College representation. The Trump administration initially argued that including a question about citizenship status would support efforts to prevent racial and language discrimination, as outlined by the Voting Rights Act. However, this reasoning was not accepted by the U.S. Supreme Court for the 2020 census.
According to the Fourteenth Amendment of the U.S. Constitution, congressional representation must be based on the "whole number of persons in each state", not solely on citizens. Although the Supreme Court clarified that the citizenship question itself does not infringe on the 14th Amendment (having appeared on census forms until 1960), the Court found that the administration's justification for reintroducing it in 2020 lacked a solid foundation and appeared to rely on misleading arguments.
